The certificates that block handover

You can't hand over, occupy or sell until a list of certificates is complete — and each one needs a booking, a specialist and lead time. Build that list in the last week and the handover stalls, the final payment waits, and the delay sits on your programme.

Why certificates become the blocker

You can't occupy, sell, hand over or get the final sign-off without the statutory certificates. The work can be perfect — but if the paperwork isn't there, the building stays locked, and the delay lands on whoever needed it done.

The frustrating part: most of these certificates take time to organise, and they're only needed at the very end. So they're booked last, discovered missing last, and the snag list becomes a waiting list.

The certificates that matter

  • The electrical CoC (Certificate of Compliance) — required for electrical installations, issued by a registered electrical contractor or person. A CoC without proper testing, or from an unregistered person, is a risk — not closure. The test report goes with it.
  • The engineer's certificate — where structural work or special conditions require it, confirming the work was done to the design.
  • Drainage / plumbing certificates — where the municipality or the contract requires them.
  • Other professional certificates — glazing, roof, fire — depending on the building and the local requirements.
  • Municipal occupation approval — the sign-off that lets people move in.

Exactly which ones apply depends on the building and the municipality. The list is never the same on two jobs.
